Contract Specialist

General Requirement
Responsibilities for this position includes solid work products being generated, cradle to grave contract management support and administration activities (both pre-award and post award) including but not limited to the following: acquisition planning, funding, small business and other document coordination, fact finding, market research, methods of contracting such as sole source or full and open competition, Justifications and Approvals(J&As). Generate Purchase orders files including RFQs, Negotiation Memoranda, developing purchase orders and modifications. Negotiate terms and conditions with potential vendors which results as benefit for TRISTAR. Conduct purchase order and contract close out functions. Other duties may be assigned.

Essential Functions
• Support Federal/local clients with cradle to grave(pre-award) procurements/acquisitions of moderate to high complexity.
• Assist with development of acquisition packages/documents (RFPs, SOWs/PWSs, IGCEs, J&A, SSEP, Market Research, etc.) and recommendation of revisions.
• Assist with contract closeouts; performing audits of contract files ensuring adherence to policies, regulations, and identifying any duplication of efforts across contracts.
• Provide advice and recommendations for all elements in acquisition plans, including approaches, options, strategies, risks, contracting methods, competition) sources, cost estimates, milestone schedule, etc.
• Conduct research of available suppliers and compare the services and costs of obtaining support from the different providers. Determine applicability of the Economy Act.
• Prepare Request for Quotes (RFQs Request for Proposals (RFPs) and Combined Synopsis/solicitations. Assure the solicitation includes all appropriate solicitation terms and conditions
• Obtain legal consequence as instructed by the CO
• Prepare appropriate documentation for the exercise of options, prepare Modifications and assist in the resolution and documentation of performance issues and problems, including letters and correspondence for CO and COR signature.

Requirements
• MUST be a US Citizen
• Successful candidate must be able to obtain and maintain a government-issued security clearance of secret level or higher; interim may be required before starting

Education and/or Experience
• 0-4 years of experience
• Any of the following is a plus: FAC-C Level 1, DAWIA Level 1 Contract Management, ICCM-F Level 1,or ICCM-D Level-candidates with certification will be given preference
• Experience with the Federal Acquisition Regulation (FAR) and Defense (DFAR) is preferred
• Experienced with Deltek Costpoint is a plus
• Solid time management skills required to manage multiple contracts of different levels
• Grammar and grammar mechanic written skills are required.
• Proficient in MS Office to include word, excel and PowerPoint


Salary Range: Commensurate with Experience
